Do Rogue's cloak/hood actually do anything?
Are they just dead weight?

Not sure, but I'd assume no, seeing as when equipped I don't ever see defense go up (unless blessed).

They offer no natural defense by default, but they will add 1 AC per blessing. The purpose of these items are to provide a tricky yet viable defense for lower strength/high speed characters.

Wouldn't literally any helmet be worth the trade-off of slightly higher weight, especially since they can also be blessed?

Technically yes, but there are some situations a hat can have higher defenses, take for example the blessed +5 Jester Hat(from The Potato King goblin guy)), which outclasses most hats early game, its defense can only get higher, low weight, low chance to break and it also boosts Charisma by 5. Then there's also Merlin's Hat +5, I believe Red Riding Hood's cape is blessed +3 and fountains can always jinx you up and bless some clothing you started with, giving it purpose.

Sorry, by helmet I just meant any headgear. I'm mostly trying to understand why I wouldn't just toss the hood/cloak immediately. Seems like a weird design choice.

Some headgears (Like the Jester hat) may have special perks. However things like the hood/cloak are mostly for distinction in multiplayer when you have more players - in addition to being blessable to gain permanent A.C (or cursable if you're a demonoid...)

I know at one point it was discussed if the starting clothes should weight 1. You'd have to ask WALL OF JUSTICE for any clarification on that.

Edit:
All in all, I'd recommend keeping starting items until you find something to replace them. With the exception of breastplates since those have the decision of 'too heavy' or 'for armour'

I've found that they're basically dead weight in almost all situations. You can try blessing them which does give them AC but I really can't see much use apart from that. In terms of the hood though, there's no reason to use that if you find a wizard's had or jester's hat that both increase some stat (intelligence and charisma respectively). I tested out for a while weather or not a hood would give you some bonus to dex or stealth or anything but no. They're just a small bit of weight with maybe some use in enchanting if you really want to try and get something out of carrying it.

oya has a good cloak or hood too and shes common in minetown, often see 2 on the same floor there.

I wish the cosmetic stuff has some minor stat bonus too. brewer starts with backpack, mechanist has tinkering armor which buffs perception and fire resist, and shaman and punisher have their unique gear. It'd be nice if cloaks/hoods gave dex or stealth buffs at least.

Because you're guaranteed a low weight piece of equipment, whereas, if you just throw it away, you're basically gambling for a chance to get a low weight armor/clothing item. Speed has it's place in this game.
