To get legend in weapons? Best bet is to stockpile legnedaries and crystals, turn hardcore on for hamlet, have a ring of conflict and a cloak of invisibility, use the ring of conflict after killing every human, and farm weapon XP off of the nigh-immortal shopkeepers for weapon XP. Be careful though, their aggro can break from eachother, and they can sometimes die.
EDIT: Realized you were asking a question
Technically said - you could get every skill to legend in a run if you were really stubborn to do so. But any non-weapon skill is easily able to get to 100 if you're persistent, and maybe with a tiny bit of save scumming. Weapon-skills would be time-draining to level.
So you could get all 16/16 skills. Though, I support your endevor, I would certainly not have the patience to do such a feat myself.
