For weapons and armour - it respectively increases/decreases DMG and A.C, and while -don't quote me on this- I do believe it also improves durability slightly, that is out side of my knowledge though.
On books - it has no effect aside from cursed books for non-demonoids which will remove a random spell - however next update blessed books will infact have a purpose .
On scrolls - it improves their effects; a scroll of enchant will add whatever curse or blessing levels - cursed scrolls reverse bless levels, so a -2 scroll of curse will not only turn a +4 blessed boots of steel into a -4, it'll also make it -5/-6. For cursed scrolls of food, it will revoke all your food - or it will give you blessed food. So on and so fourth.
For food and potions it improves their "quality", for food, cursed foot is often more rotten than blessed food (except for demonoids, who just love a curse with their meal), and blessed food is often not as rotten.
On a static ability such as invisbility or levitation - it often has no effect other than A.C - with the only few exceptions being Magic resistance, Hunger, and Regeneration - which will have improved/decreased effects depending on the bless-to-curse level.
Curses (except for demonoids) can be summarized as 'reversing the item's effect' So a potion of healing will poison you.
Edit: "Cursed Foot" hahahaha, I'm keeping that error in.
What about a cursed or blessed necklace of strangulation?
Would the curse invert the strangulation effect or enhance it
I would guess only value like gems as necklace of strangulation just kills you.
Gems don't have an effect aside from minus throwing damage if cursed - really nothing bad, same as throwing items. Still a really brokenly powerful set up early game.
Strangulation amulets always curse themselves once equipped- regardless of previous blessing.
I know from experience that a blessed necklace of strangulation immediately turns cursed when worn.
