FC3 was solved above. FC Primal requires Steam, Ubisoft Connect, and the game (.exe) file to be run as admin.
Sorry to hear you experience issues with games activated on your account.
Ubisoft games purchased on Steam do not require an activation key.
A digital license is pushed to your Ubisoft account when you launch the game in Steam for the first time, and link it to the Ubisoft account.
Once activated this way, the game cannot be activated on another Ubisoft account.
If you are asked for an activation key or get a ownership authentication error, it usually means the Ubisoft account that is currently linked to your Steam account does not have the game you're trying to launch activated on it. You must have linked it to a different Ubisoft account at some point. You will need to re-link the original account where the game was activated in the first place.
