Heavies have superior masks to the point where you don't want to headshot them at all, but want to aim for the less armored chest with several arrows, seems about 4-5 fully drawn shots, or thrown spears, 2-3 usually does it. In contrast, I have thrown all 6 spears at a heavy's head and watched them bounce off or break and him still be coming at me. Their heads are definitely not their weak spot. I imagine it's for the same reason that the owl kills can't target them either.
Falling takedowns combined with using either the sling or a tough pet like a bear to distract/position them so you can pull one off is a much better plan. Or just try to have the high ground and master the art of the jumping takedown: https://www.youtube.com/watch?v=AhP8dYG6u48
Berserk shards and bombs will also work and their friends will kill them for you once they turn red, but berserk shards can bounce of their helms and alert them and the rest of the camp if you accidentally hit the mask instead of the body or limbs. Heavies are what I felt like the berserk mechanic is intended to counter, because while funny, it's not all that necessary outside of heavies and Expert difficulty.
