White wolfs aren't as rare as you think they are. "Rares" in FC:P are there; they are more "uncommon" than being labeled as "rare" spawns. I don't think the devs have a clue as to what "rare" means, personally.
My advice is just to be patient if you're out in the open and keep an eye out. Where you'll find wolves, you might find the white ones. If you can get to the one mission that Takkar gets to Cleanse the River (or something like that, one of the villiagers (not one of the main NPCs)) will give you a quest that ultimately leads you to inside a cave. In it, there were some wolves and one white one in the pack, but I can't be certain you'll have my luck. When I first ran FC:P, my first pet right off the bat was a white wolf that I found. Talk about quick, good luck.
This one time, I saw a "rare" black jag or black lion (not sure which, it bolted when I approached) fighting a cave lion out in the open. You'll be surprised what you stumble across out in the open.
Other advice I could give: look at your map, note where it seems to show wolves at a location, and go look high and low for your spawn. :) And use your hunter vision, if you see "stink trails" you've found a rare.
