Report a translation problem
Although I only thought of this in desperation after a really long and unproductive dialogue with both them and Steam.
(yes even on NEW INSTALLS )
that all changed years ago in the steam summer sale of 2015
after you install your game.... remove the Uplay launcher then DL the latest version of Uplay and install it ..restart steam and Uplay .. your game should auto activate
1) open task manager, (Win key + X) find the following process: UbisoftGameLauncher.exe, and end the process.
2) After that, go to add \ remove programs in your windows control panel
(press win key + X select apps and features .. look on the right side and select Programs and features) .
select uninstall UPlay and then exit once its done
3) Download and reinstall Uplay PC from https://uplay.ubi.com , as this will update the client to the latest version ..... then reboot your PC
4) Launch the game again.
If you are still having issues ,please contact Ubisoft Support Directly
also if you already activated your key it can not be used again .. so make sure your logging in to the same uPLAY ACCOUNT YOU REGISTERED YOUR GAME ON
CD KEYS CAN ONLY BE USED ONE TIME .. FROM THEN ON YOUR GAME IS BOUND TO THE UPLAY ACCOUNT YOU ACTIVATED YOUR GAME ON

also ALWAYS WRITE DOWN any and all e mails accounts and passwords you use when creating ANY ONLINE account ..i keep mine in a lil book in my desk , trust me it'll save you headaches in the future .
also use STRONG passwords using letters caps and numbers and never reuse the same one with differing accounts
