Forget about the Steam tags. Trust only what the store page tells you, and it doesn't list co-op as a feature.

Far Cry 4 has open world co-op, and Far Cry 3 has level based ones, if those interest you.

And the New Ghost Recon Wildlands as well has MP co op .. pretty sure you can do 4 way co op

I was limiting my suggestions to Far Cry, but as long as we are expanding Watch_Dogs 1 with Bad Blood DLC or Watch_Dogs 2 will has 2 player co-op. However Watch_Dogs 2 is going to be getting an update soon that will include 4 player co-op.
