What does attack engine down???

Hi.
Im new in this game,and in combat i used skill engine down,and enemy ship is still shoting to me.What give this skill???

Engines Down slows the ship so that it doesn't attack quite as frequently. If you mouse over the icon below the ship, it will tell you what it does to stats. The status effect that prevents the enemy from shooting is Disable. (Note that it doesn't work too well if the target is the next to attack.)

ok , then is write speed -10% , what do a speed ???

Speed determines who attacks when. Higher speeds mean more attacks. I'll use hypothetical numbers. If your ship has a speed of 50 and the enemy has a speed of 24, you'll get to attack twice before he attacks. If your three ships have speeds of 44, 47, and 40, the ship with a speed of 47 goes first, then the one with 44, then the one with 40. You can view the speeds of your ships in the Ship Management window.
