[Bug] Special Officer - Bucky Rogers is broken
As title.

Got him when I had the level 10 instant upgrade, added skill points - he's stuck at -1, and none of the skills activate apart from punch / personal magnetism.

And yes, I got the reference...

Hahah, I still laugh at that reference.

We'll have the team check into Bucky's lack of levelling. Thanks for the heads up!

It isn't just Bucky - I rescued the green legendary science lady after I made the "minimum officer level is 10" upgrade, and she still came into my roster at level 7, which is *useless* in act 2 where everyone needs to be in a tier4/5 ship to get XP
