Had the same problem.
First let me explain that I run on Win7 OS. For security reasons, I usually enter on a non-administrator profile when I use my computer. If you do as me, the solution I've used to be able to launch the game properly after installing it is simply to enter my admin profile for the initial first launch of the game. After that, you simply go back to your non-admin(usual) profile and it should work properly. Give it a go! Hope it works for you too. Found that solution on CKII forum a while ago, so thanks to those gamers who found it and if you ever encounter that same problem again on any game's forum simply spread the word.
I tried to delete the folder in the registry, re-installed several times, but without any luck.
Only the license key popup appeared only in the first installation, so maybe something is cached by steam.
