can we edit map regions?

hello.. can i edit map regions. like Persia jsut have 2 regions i ant to splitt it

I would love to be able to edit map regions. Some of them are so huge that it's unrealistic to think an enemy can take over the entirety of it in one fell swoop. It's also impossible, for one thing, to show Italy annexing their border regions with France (Savoy on the Swiss border or the Nice region on the Med coast} after the fall of France. Don't even get me started on North Africa.
