When it was still titled Dark Souls, this game was on a one-hour trial and the developer wanted to make 100% sure that the players complete the prologue portion, aka reach the first boss. Hence the lightning fast speed. After that it returns to normal.
That's what I heard from Delmaschio itself.
Run option is a novum introduced in RPG Maker VX. You press the appropriate button and you run like hell, you don't press it, you walk slowly. RPG Maker XP never had that feature in stock.
Now, due to publisher's latest stunt (namely excusing himself out of fixing the game for us) I am tinkering with the game files and found what was causing this in the game's bowels, so here's an explanation.
There are six settings of walk speed in RPG Maker XP, values one to six, one being the slowest, six the fastest. The walk speed during the "trial" portion is set to five, or "faster", whereas the default walk speed during the rest of the game is four, or "fast". The event in the Zedo Village's Inn map changes the walk speed to five as soon as Gauly goes to sleep and this setting remains in place until the Crusader Brigade cutscene after the defeat of Terror Lion in Mazu Cave. The event there decreases the speed to 4.
Now, I already fixed that speed issue and I'll be going over the entire game text to fix typos, grammar mistakes and cut-off (due to length) lines. However, if you so desire, I may release the "speed patch" as is.
CAUTION: I don't know if I can fix the broken achievements as these are in the DLL which I don't know how to edit. I can restrict myself (with my beginner-level skills in RPG Maker XP) to this speed patch and proofreading the text only.
Now, I must ask: do you prefer the initial (5) walk speed or the primary (4) one? From what I know, most people - like myself - prefer the slower variant.
