Actually I'm not sure about that but I do know what causes it for the most part. If your controller is wireless and while playing, your battery gets low and you decide to charge the controller with the cable, steam will still be recognizing a wireless controller along with a corded controller after plugging it in to charge it.
The only way to solve it is to leave the game and exit steam big picture mode if you are using it. Then unplug the controller and sometimes it will still be turned on because of wireless. Hold the guide button in for like 10 seconds and it should turn off if it's anything like the ds4 that is. Then you can plug the controller back in and launch steam like usual.
Now, if you mean you are actually using the x360ce program you need to just uninstall that. There is no longer a need for it. What you have to do is go into big picture mode/settings and controller settings and add the controller by checking the box for xbox and the guide button. You will then be able to customize the controller just like in 360ce if it's what I'm thinking. It's been a long time so forgive if I'm wrong:)

I had the same issue today. I am NOT using any DS4-like apps, just the Steam-software.
Turns out you do not have to shut down BPM, just shut down your DS (hold PS-button + options for a few seconds -5 if I'm not mistaking-) and then connect your controller with the USB-charger.
If you look at your controller settings in BPM, you will see that there is now only one controller detected, whereas before, with the DS4 on while plugging in the charge-cable there were two controllers.

just go into DS4Window
in the profiles tab select the profile you are using and click edit
click on arows and bound them tho the buttons on the xbox controler in photo
it should say up button down button...
after you rebounded all the arow keys on controler click save and it is fixed.
by default they are linked tho the arows on keyboard and it can be buggy.
