The other important thing for early on is getting permanent cards. The accelerator, automated helper, sound investment, and other powerful permanent cards really pay off in the long run. As the game is nearing the end you should change your priorities, and start caring more about score and money.
As far as the locations mechanics: I would say to pretty much always sell vote/score in the office/market. I usually don't skip a turn in the plant. Using the dump is typically useful especially if you're the poorest, and especially if you have no votes to lose. The jail is not a path to victory in short or ranked games, so try to escape quickly. Good behavior is usually best since you can get appeal, amnesty, probation, or other cards that reduce sentence length. Personally I don't recommend using the inferno early on because it means getting more malice and misfortunes. The casino is alright but I usually just visit it if I have a strong card. If you visit the court you should usually confiscate a vote unless you have not much money. The treasure can be a good place to visit even if you don't have a card for it since you always get free money. The bank is great especially early on and you should always increase income unless there are only a few rounds left. The astral plane is hard to get to, but one strategy is to land on the first bribe spot and then play a 6 movement card to get there. This way people are less likely to inspect or arrest you. As far as skipping a turn in the astral plane, it's not a bad idea unless there are only a few turns left.
Competing for the governorship can be useful, but I usually don't try for it during the first election. Your bribes will still be low enough that it won't matter. Later in the game though it becomes much more useful to be governor since you save more money and your opponents are probably paying higher bribes by that point thanks to their accumulated malice.
Chaos cards are also important, and new players often forget to use them. Sacrifice is the most commonly used one, but don't rush to use it if you only have a good permanent card to get rid of. Army of Chaos is one of my favorite cards because even if you have no way to spend money, you can always use it. You can fall behind in points and other players will ignore you, and then in the last few rounds you spend 1000 at the inferno or astral plane and suddenly you're in the lead. The chaos cards that cost votes can be good too, but don't use them if it's still a while until the end game and it would cost you the election.
About the beginning of the game, that's right. Though, it depends on the kind of game you're playing. The 25 score points game long, going for income is insanely valuable indeed, as chances are, the game will go on for a while. Same goes for malice, in long games, getting too much might be a bit wrong.
Yet, as long as you're the governor, you're good to go. So far, I've never seen anyone play "The Usurper" against me. I'd say that the chances of someone using that card against you is low enough to try it. One thing you really have to care about is the misfortune that begins elections. If you've become Governor thanks to that Misfortune in the first place, you're good to go. If not, care, as elections can still happen any time.
I do not really care about getting hit by Karma cards, as they are in a limited amount in the game, and generally don't match up with how much I won with the governor. Let's say you took only 20 "20 gold" bribes, and you get hit by -10x malice misfortune. Well, maybe you don't even have the money the misfortune asks you anymore. Even if you do, You still won 200g. There's a lot of work to be put into getting the benefit of taking bribes to be nullified. But that's true, there might be some game in which, people really want to make your life a living hell. In those games, taking those bribes might not have been the best option. However, so far, it paid off fairly well to me.
Once you're Governor, you are to try to keep that role for a significant while. If not, it is, indeed, of no interest.
Now, in 40 turns based ranked, getting to be Governor once should be plenty enough for not to care about malice anymore. In the late game, I usually try to go for criminal cards, or anything that's free and that scores you points. (And by getting to be governor once, your malice can't be that high anyway. Some people always manage to get even with you, by going to the inferno, etc, etc)
About the jail : I do act badly while in there haha. Both options are viable, I think. But there's the "evasion" option, as well as the amnesty, if you act badly. And evading through the dump avoids you to go through a misfortune and places you fairly well, as you're close from everything you'd need to get some money.
Nothing more to say I think.
And if you have a high malice, your money can get punish really badly, other than thatm, playing greedly has almost no downside.
Besides that, let's just assume the devil, the thief and the politician are just slight handicap option that experienced players may want to inflict upon themselves ;)
Either way, you do not have to get started as the Merchant to go to Inferno. Indeed, The Gambler and the Prosecutor are close enough, I think, and offer more options early on. If you choose merchant and do not get exactly "A deal with the devil" card, there's not much you can go for turn one - two.
But as I've said, The Merchant is not the worst start. And I'm pretty sure there is no such thing as "The best starting position", there's only "One's best starting position", therefore we can all have a different spot we would rather begin on. :)
