If you have two computers, you can play together, but you also need two different Steam accounts and different copies of the game for each of you. After that you can create private sessions to play against each other, or to play against bots, or to play together as a team against other players and\or bots.
There should be a thread somewhere on the forum that goes into the details of why hotseat is not really in the realm of possibility: if you take a look at any of the letsplays, there is a lot of decisions taken by each of the players, back and forth; for hotseat, this would mean throwing the controls between the players all the time. And the only mode it could work in, is a team game with hotseat players competing against someone else, as one team; even then, though, each player would need to plan their moves ahead, and removing from them the opportunity to plan ahead while waiting for the other player to move, would be such a hindrance that it could totally cripple the game.
Given that it is already possible to play co-op team sessions with friends with 2 laptops, we don't think we should invest dev time into trying to replicate the same thing with 1 laptop/TV, which is very likely to result in a slower, less enjoyable experience. Not only to the players involved but also to any human players that they would play against, who would see that each decision of the hotseat team is stretched to the limit.
