Summary - it tends to be an issue with performance - do you meet the recommended specs? Press CTRL + ALT + F8 in game to see the frame rate counter - what does it say? If frames are low then you'll experience "screen shaking."
Let me know your system specs and what the frame rate counter says are your frames per second - and we'll take it from there.
That is pretty low - in the first mission not much is happening, frame rates should be around 60. It means that your game is running at 1/4 the speed - hence isn't smooth and you get stuttering.
Could you post your system specs? Most importantly what video card do you have? The game requires a decent video card for good performance. Without good performance many issues happen (especially physics glitches) including the issue you describe.
Sometimes the game wrongly decides to use the incorrect video card - but more often the player only has an intel chip for graphics - which causes low performance.
Yeah, my laptop uses an Intuos Intel graphics card in that it is a Surface Pro 4...

When you star ta new game what does your FPS counter say? The original poster's says 13-16 - does yours? If not then it is a seperate issue and should have a seperate thread.
