Probably taking longer to design accessory mounting systems for the fictional weapons then real ones that have real world locations/rail systems for them.

What else are they doing aside from translation/altering the server locations that warrants not working with the most recent build?
The things that take longest are typically licensing, localization and publisher issues.

The Japanese version is behind our version.
The three versions are being worked on differently with different balances so thats the reason it's slower than the korean version.
Oh really? Balancing the game for different countries? Do different countries have different playstyles?

They explained this in CBT1 forums which got deleted as they were moved to the nexon sites CBT2 forums.
Korean version has it's own balances and some major changes considered to EU/US and Japanese version.
For instance one big difference is the Grind.
Koreans inevitably spend more time in games thus they have a rather stronger grind system while EU/US people don't spend as much time due to us having less free time for it so inevitably this version will have price drops or bigger bonuses like they do for the leveling up. 100k after 15 level.
Japanese version I have no idea what's going on.
If I could get in I would but then again I hate to hinder them with my massive ping.
Maybe if I move there or go on a vacation then amybe.
