CBC2 you want to use a -10% suppressor to increase distance where bonus applies
CBC3 distance is not affected by weapon attachments
Depends on the rifle you are wanting to use. Which rifle do you have in mind?

i wish developers just gave the exact numbers and explanations, cause descriptions on items can be confusing, or straight up wrong, not no mention problems with translations

CBC3 is very useful on some ARs, it can turn them into 3 shot weapons from any range.
CBC1 can turn some ARs and SMGs into 3 shot weapons, and some MGs into 2 shot weapons
CBC2 is basically useless, because it only covers 10m range max.. and it ends up being like a 6-7m range where it gives bonuses for most people, and everything else takes a hit.
You also have to factor in limb shots to get the best choice... but CBC3 are definately useful, CBC2, not so much.
I notice a lot of players also gimping themselves with choices such as a CBC1 on an AK(Disrespect!).. It already 3 shots to limbs in effective range. I supose it could come in handly at times where someone is not at 100 hp, or taking into account nano-gel

Disagree with you on CBC2 mate. There's a really in-depth post on the Nexon forums about damage drop off which I'm basing this off of, but CBC2 is actually one of the most useful attachments in the game when it comes to the overall behavior profile of certain types of weapons (i.e. SMGs and ARs that have range penalties from silencers). I've included the link to the Nexon post at the end.
To explain this, I'm going to use my Famas stats which--with current mods--has an optimal range of 18m. For a while, I was using CBC1 which gave me the bonus at everything up to 18m, but a penalty of 5% at effective and 10% at extreme. The result was that at mid to long range combat, I wasn't doing much damage and relying mostly on rate of fire and headshots. Basically, at 0 to 18m, I was doing 36.3 damage, while doing 31.35 and lower at effective, and somewhere in the low to mid 20s at extreme (no solid stats on what the maximum damage is at extreme range, but the drop is fixed without additional penalities like in effective). Simply put, at anything outside of 0 to 25 meters, I was at a *massive* disadvantage.
With the CBC2, however, I get an immediate boost in the range from 18m to the end of effective (whatever this is, I'm assuming around 30 - 40 meters). However, given the way that drop off works, I do both less damage and thus get less of a bonus the farther out that the rounds have to go--but still better than I would with CBC1's -5% penalty. So, in my opinion, the CBC2 actually makes the weapon dramatically more balanced overall while also providing a much needed boost in a strategic range: at 18m - 23m (or so), the CBC2 is giving a full or almost full 10% boost, and helps to offset the damage drop off that occurs until the additional final 5% penalty at extreme range (which is no longer stacking with the CBC1's penalty to effective range, thus reducing it from 10% to 5%).
What this means is that between 0m and 18m, my damage output is a fixed 31.35, at 18m - 23m (or so) its 36.3 before slowly tapering off along with the rate of damage drop off (no specific values known here, per that Nexon post), until I reach the 5% penalty at extreme range (at which point the damage drop off is a fixed value anyway). Now given that most engagements in the game, at least for me and based off my Ghost screen stats, are in the 0 to 25m range, I actually have a very balanced profile now: I can rely on pure fire rate in close range to compensate for the damage decrease, while bursting at mid to do more damage and end firefights quickly. At extreme range, its really a question of accuracy (as always), and so I depend on accurate bursts and recoil induced headshots. With the CBC2, my Famas becomes a 5-6 shot weapon at close range (fire rate makes it seem less), 3-5 shot at mid (which is excellent when factoring in its fire rate), and 8+ shots at extreme range. IMO, this combination of factors -- in addition to the fixed fire rate and several stability improvements from modifications -- makes the Famas competitive at any engagement range (assuming, of course, that I can aim and handle it properly).

This is one use case though. Like other's have noted, which CBC to use really depends on the weapon you're using, the attachments chosen, and the overall strategy being employed: I personally use a CBC3 on my shotgun (which I use rarely), which at least makes it somewhat competitive at medium distance rather than a pure close range weapon.
