Where to next after acquiring the Plasma Orb?

I defeated the boss at the top of the Past Castle Tower, but now I'm at a loss as to where to go next. In the past there are a couple rooms in the Castle Tower I can't seem to jump high enough to reach. There are also plenty of underwater caves I can't get to because I'm too buoyant.

In the Present, the statue has changed again, and there's a cultist, but nothing else seems to have changed, and I still don't have the B or A keycards.

do quests in the past they will lead you to next area's

That's my problem - I can't do any more quests in the past because I can't get to any additional areas.

My quests are : "get eel meat" which means I need to go underwater. My next quest is to get a plasma crystal from "the caves where the portal to vilete is", and I I've been all through the caves already and nothing I've seen drops plasma crystals, although there is an underwater part there too, and one other quest is to look in the future tower for a cure for the bleakness, but I don't have any A or B keycards.

Ah, I finally found a B-level keycard in Present Era on a skeleton at the bottom of a pit in the Sealed Caves.
