I got this back from the game developer on another discussion I made concerning this and it fixed my problem, hopefully it will fix yours too:
Please head to C:\Users\yourusername\AppData\LocalLow\Robot Gentleman\60 Seconds
and delete the Settings.dat file.

It's not through steam. It's on your computer in your files. Open a file explorer and type that into the command bar, subsitute "yourusername" with your user name for your computer. Or you can type %appdata% into your command bar, and that will bring you to AppData/Roaming. From there you'll want to click on the AppData part to get back into the AppData folder and go to your "local low" folder in there. Then find "Robot Gentleman" folder and then "60 Seconds" folder then you should be in the right place and delete the settings.dat file.

Try running the game again. If it runs ok, head to settings and adjust your resolution to the desired setup.
