depends its a strat game and sometimes it's worth doing like upgrading, or you run out of hero points and every card in your had cost 2 or 3, Or maybe you are looking for a card to spend next. IT all depends, but if you have cards that upgrade always do that,

later you can also discard to get extra moves

If i dont want to use the cards i have on the next turn yes i'll redraw or discard them. It means one more card on the next turn, probably a card i want to use.
