Level Cap

Does the enemies stay at the level 25 cap once you hit it and only get stronger if you increase the difficulty, or do they level up with your post levels too?

If you did all main story gameplay you unlock higher level enemies starting level 26 and you can increase the difficulty in settings to earn more goods

IMHO enemies always much your team level. Probably there is some algorithm in game that checks your whole team health points and dealt damage and then adjust enemies.

After completion of story I unlocked special missions in last act, for me they start with enemies at level 28. But i haven't played those since some achievements are broken and you can't get 100% anyway. :/

Yeah i beat the game on heroic 2 had it at heroic 3 before i even hit lvl 25 and some of the enemies were just doing some one shot abilities. Didnt even bother trying Ultimate.
