Missing Tarot: Bug?

Has anyone else been unable to complete their Tarot set?
I miss #17, which is in an incredibly obvious spot after the 3rd Word. I remember picking up a card there, but it's not in my inventory (Which is weirdly numbered 10-22 then 1-9, but that's another thing)

It does sound like a bug. I collected the final cards for the full set a couple of hours ago on my second playthrough and none were missing though, so I guess it can't apply to everyone.

Just to double check, which card is it you're missing? Like you, my cards are weirdly sorted with 10-22 coming before 1-9. In my list #17 is "The Tower" which does not match the numbering in a couple of guides I just looked it up in.

That card requires the fourth shrine power Set's Break and you find it by clearing the rock slide just to the south of the epic chest at the Unknown Grave at Dreamer's Descent, where it should be on a table

15 is Temperance. Lots of vids on Youtube showing where it is, e.g.

Which shows its location in the woods immediately around the abbey, just behind Agatha's shrine.
