Terrible, terrible design decision.

What I do when I see a patch for the game.
Uninstall the game.
Then do a fresh install.
Its faster because it doesnt have to download, unpack the download, then unpack the game files, then patch the game files, and then repack the patched game files.
Gadzooks already described what is going on inside with "depacking" then "repacking" everything (we can say "crypting" instead of packing).
The best way is to delete and redownload the entire the game. It really is faster.
It's not a design decision, this is an issue that affects only some players, not all. My patches install very quickly after downloading.
However, I have encountered this issue in the past with some other games on Steam when I've been installing them on a slower SSD which has been used a lot more and was close to running out of free space.
I had same problem.
I had to deinstall the whole game and re-download.
It IS a design decision.
Look at the files for this game. It basically consists of two big PAK files, one is about 20 GB and the other 40 GB. Now look at some other games you have, where you know the patches are always fast and where people don't complain about patching, and see how they have split the files. You'll see that they have many smaller files instead.
It's possible that the patching mechanic can unpack these PAK files if you have enough disk space and then only patch those before they pack them again for faster patching.
But that is STILL a terrible design decision.
For me I'm pretty sure the patching actually deleted the game deleted the PAK files on my computer when I patched and then re-downloaded them. I checked my disk space on my game storage SSD a bit into the patching process and had over 60 GB free and now I have under 20 GB...
