That's the difference.
If they can't prevent you from cheating in the content, how are they going to charge you for it?
From what I read, the game was initially intended to have a lot of pay to win options, but after being criticized a lot, they decided to take a more "cosmetic only" approach with microtransactions. Since the anti-cheat was already there, they probably kept it to leave room for the originallly intended pay to win microtransactions in the future.
The horrible system to mod cards clearly shows that they wanted to sell crafting resources with microtransactions.
Or you buy the season pass, and get everything the micro transactions get you. I did.
Also it only applies to skins, and I was using it only for the in game currencies for things like furniture and unlock-able cosmetics....the stuff you cannot pay real world money for.
Wait until Denuvo is removed, if it ever is. It's used to protect whatever DRM a game ships with (Steam's in this case) and in some cases gets removed after a few weeks when the peak of piracy has passed.
But honestly yeah they should have just put the DLC skins for individual sale on the market instead of the stupid premium currency. Spending real money for pretend money never looks good.
