Report a translation problem
-Restart your PC
-Ensure you have enough space left on the drive you are attempting to install to
-Investigate whether your Anti-Virus is interfering with your downloads
-Clear Steam's 'Download Cache':
Open the Steam client
Select 'Steam' in the upper left-hand corner
Select 'Settings'
Select 'Downloads' within the sidebar
Select 'Clear Download Cache'
-Repair your Steam Library Folders by:
Open the Steam client
Select 'Steam' in the upper left-hand corner
Select 'Settings'
Select 'Downloads' within the sidebar
Select 'Steam Library Folders'
Select the '...' icon on the right-hand side of the screen
Select 'Repair Folder'
-'Verify Integrity of Game Files' via Steam
-Change Steam's 'Download Region' to another nearby location by:
Open the Steam client
Select 'Steam' in the upper left-hand corner
Select 'Settings'
Select 'Downloads' within the sidebar
Change your 'Download Region' and save the changes

In your case, clearing the Steam download cache seems like the most probable solution.
-Repair your Steam Library Folders by:
Open the Steam client
Select 'Steam' in the upper left-hand corner
Select 'Settings'
Select 'Downloads' within the sidebar
Select 'Steam Library Folders'
Select the '...' icon on the right-hand side of the screen
Select 'Repair Folder'
