Usually limiting the FPS to something like 60FPS or turning on vsync will fix the issue.
This game in particular also has some sort of issue with overlays, so disabling steam overlay for this game could also potentially fix the issue.
As for clearing "download cache" are you referring to using the F2 button to clear cache within a game? Or selecting it from the download menu in steam settings?
The first thing you mentioned, I already have in place. As for the second issue, I haven't tried that. However, as to the third section, I select the option from the "download menu" from Steam. Yes. Denny Crane.

The reason why clearing the Steam cache fixes some issues in games is because Steam temporarily stores used game files in the cache, and if something goes wrong with the files, clearing the cache sort of "refreshes" these files.
The persistent voice sync issue is an indication of a deeper underlying problem within your copy of the game. Reinstalling the entire game might help if it's only a case of something gone wrong with the original installation.
If it's caused by an error in your operating system(Windows) or hardware(the PC's memory sticks, drives etc) then a reinstall of the game won't fix the issue.
Denny Crane here. I preordered this video game and played a little when it first was able to be played. I haven't played very far into this video game because of the issue. Since this video game has come out, I had my office IT guy build me an entirely new computer box, so if the problem was with my old box it shouldn't be with my new box. Because of the entirely new computer box I also had to reinstall this particular video game. The issue persisted.
The "download cache" has been "cleared" so many times, I can now do it myself, thanks to the teachings of my office IT guy. You say Steam stores these computer "files," then would it be possible it keeps storing a broken "file?"
I cannot be the only one having this issue. I first notice it when "Robo Man" and "Dr. Strange" meet the old biker who used to be something. It looks like the video game tries to sync itself up at times but can't do it. ACTUAL game play sounds fine, but just the movies that play. Denny Crane.
It is a known issue that third party AV software can clash with the Digital Rights Management software that comes with this game.
"AV?" Does that stand for "Antivirus?" If so, I have the one that came with Windows 10. I feel this gets away from the "download cache" factor. Am I wrong? Denny Crane.
Yes, it means antivirus. It would still be related to your issue with the download cache if it were the source of the persistent error as it would simply keep manifesting within the files put into the cache by the game.
But if you are using only Windows Security with both PC's, something else shared between them is causing the error to appear on both. Could be some esoteric setting in your internet router, or even something on the side of your internet service provider(ISP). Your IT support guy definitely will have his hands full with this one if he were to try figure it out.
