Combat Item Question

How do I actually use them? I'm pressing space bar and pulling up the wheel, but I'm unsure of how to get them to activate? I've tried clicking on it, but nothing seems to work.

Release the space bar once you've got the item you want highlighted. It'll then ask you to confirm if you want to use it. If it needs a target then you then select the target.
