Forcing it to run in DX11 solved all those issues.
Launch options example:

For me, it's D, but may be different for you

The game need a proper fix, not players patches.
disabling the 2k laUNCHER worked for me 100%.
Wouldnt be surprised if the stuttering is from the corny jank launcher itself. The publisher will not "patch out" there own ad for other games before launching this one, you're best bet is to change the file path launch (it takes less than 2 minutes)
I am on EGS, so can't disable it.
I honestly don't get where the hate comes from for Epic, but I'm sure you're right.

Can you launch the Midnight Suns executable directly?
Yes, but it opens first the EGS and then 2k launcher.
I ask everywhere, on Reddit too, because I think that there are kind and polite people everywhere, but with you isn't the case.
