Quick cards that KO have their cost refunded. It's strategy and positioning.
Many heros have a 3 card ability like increasing heroism, going binary, drawing cards and what not.
I agree though, there should be better support cards on other heroes.
the main benefit is getting attack cards back
but if you have enough card draw through other means (eg captain america or card mods) it's not that big a deal
I have about 30 hours played and I rarely use Strange. Early on, this ability is super strong, but later you get other great combinations. 'Free' cards that don't cost a card play, 'Quick' cards, 'Draw on KO' cards, 'Marked' abilities, use 'Move' to knockback enemies, use Heroism on environment... There are many possibilities that can overcome the 3 card per turn limit.
For example Iron Man is great in this, because of the ability to apply 'Marked' on all enemies in a relatively large area (I don't remember the ability name now).
Now, about once per mission I play all my cards from hand and still have a card play available. I am always playing on the highest unlocked difficulty, played something over 20 missions so far, and most of them are 3-stars.
Dr Strange is my lowest level hero.

This is probably not too relevant anymore, because my setup is completely different now, but I remembered you yesterday when I had a great encounter, in which I played 14 cards during the first 2 turns. I reloaded it and recorded it so you see some of the later options.

This mission doesn't really have me run out of cards though, because with this team, there is a huge amount of card generation.
But you also get guaranteed two attacks you get to play. Also 4 cards per turn have bigger potential for some skill setups.
The Strange card is a bit of a trap. It costs you a card play now to get one later, which basically guarantees more damage this turn because that card play could have been killing/stunning/weakening things.
Quick and Marked are much more effective ways to get tons of card plays.
I love the variations of teaming up three different heros. While some work better with others, its still fun to see how you can do with all of the various combinations.
I use quick and marked a lot to get my card play back.

3-8 ko's easy, for 1 card play, which you get back next turn. Strange even HAS quick with knockback abilities for you to combo with.
