Midnight Suns uses the Unreal Engine version 4.
Xcom 2 used the version 3.5.
For sure some work has been ported from Xcom 3.5 to Midnight Suns 4.0, but that's perfectly normal and fine since it is a common and efficient way most developers use in their games.
Honestly, to me they look like XCOM character models. I suspect they used the same engine from that with a few tweaks. They do not look great, that is for sure. But I still enjoy playing classic games so I am okay with models that look a decade old if the game plays well.
