Other than that, the game can be a bit odd when it comes to visual effects, so turning them down in the options might help.
it's a simple visual bug Firaxis style releasing games like that on day 1. quitting to desktop fixes this.
Glitches like this are generally chalked up to either out-of-date drivers, thermal issues, or any number of PC-specific conflict issue. I had the same issues and was fixed with a driver update, and since they said they are up-to-date I went further with possible reasoning.
