My guess is because when you first start the game it probably has a initial check to see if it has some state to build off of. Because it does not, there might be a signature file that when overriden actually causes the files not be picked up. Try this.
In my case, I started playing on the steam deck and then want to stream it off my PC for higher fidelity. So i need the save files on my PC from my steamdeck.
Observation:
Also not sure about you but I found that steam deck creates 2 directories in the save directory:
1) Saved_Steam_--
2) Saved_Steam_76561197960694316
But windows only has 1:
1) Saved_Steam_76561197960694316
What I did is I checked both directories and it seems that my save game files both auto/manual were present in Saved_Steam_-- . I copied the save files that were CLEARLY save files from steam deck to windows and then it was able to read the files. Do not copy any of the other files. I think that may be where the conflict may come from.
