Jesus call the hyperbole police... there are plenty of earnable cosmetics in this game, if you buy the Season pass - which is going to have four new characters and story missions - then you get everything in the cash shop for free, each cosmetic costs $3 separately, and if you don't want them then don't buy them!
Performance issues are a legitimate reason for concern and a negative review until they are fixed, and these are being addressed - plus there are workarounds in the meantime. But this game is getting down-voted into the dirt over a bunch of nothing... don't people have anything better to do than gripe?
Toothless - to answer your question, yes you can play the game with Steam in offline mode and without an internet connection, I just tested it for you this minute.

No sir, About 80% of my games can be played offline and about 50% of my games with multiplayer can be played offline singleplayer
Games like Conan Exiles and Outriders require the internet to play.
There is 1 skin to unlock per character, it's not plenty when there is 2 skins available to purchase, if it was the other way around it would have been better , but having only 50% of the skins in a single player game at 60$ ( i'll count the base skin in it since i'm nice...) not hidden behind a paywall (3$x22 if you don't want to buy the season pass which would be 66$ which is more than the base game price)...
I don't understand why people are fine with it especially about "it's just cosmetic" like cosmetic isn't part of the game experience ?
And the "don't like it don't buy it" (but shut up) , i agree i'm not buying it but still i have the right to give my opinion about it. It's call democracy.
Cash shop were made for free 2 play economic models ,now it also come on full price AAA game what's next ?
It's pretty clear that the developers only intend for you to buy the skins that you like.
If you enjoy using Spider-man and you want the symbiote suit, you can pick it up for $3. Maybe you get a couple, and then there's a price break to get an Eclipse pack that has enough for you to buy two, so that's not even $3 each.
If you feel some inherent need to own all of them, then they made it so you can get them all as part of the Season Pass as an actual gimme - why would anyone spend $66 to buy all the skins when you can get a thing for $50 that has every skin AND also includes all the story DLC that's coming out?
If you stop and think about it, the use-case you're describing - spending $66 to buy every skin - doesn't exist. Nobody would ever do that.
My problem with it, is that they're cutting content behind a paywall. They would have make a season pass with only the 4 dlc and all the skins in the base game i would have buy it without thinking. ( but they didn't because : normally a season pass give discount on dlcs but there won't be any because the "discount" are skins) If you can't see how it's wrong then you're the type of person who think 99$ isn't 100$...
You're making a big assumption that the Season Pass won't have a discount versus buying the DLCs individually. The Season Pass is $50 - the DLCs are highly unlikely to be $12.50 each. They're probably going to be $14.99 based on what 2K did with the Borderlands Season Pass. That's likely a $10 saving, and a $10 saving again if you buy Legendary up front where you're paying $40 for the Season Pass, and in BOTH cases, you get every single cosmetic included at no extra cost.
And if your hypothetical kid does want all the skins for whatever possible reason, then they can save their money up until they have that $50 and buy everything at once. Or wait until it's discounted, because every game is inevitably discounted.
Your example about the kid who doesn't have $50 to spend doesn't change my key point - you are not expected to buy every DLC just because it's there.
You don't walk into the clothing store and buy 23 sweaters just because they are there and then complain that it's very expensive to do so - you buy the ones you like. This isn't any different.
