A mod workshop on Steam? Probably not happening for a licensed IP, especially one as clunky as Marvel/Disney. I think the biggest name that gets away with that is Total War Warhammer, and that's because Creative Assembly/Sega have way more clout than Games Workshop.
The game is modabble yes but I doubt it will get mod official mod support. People may pop around on nexus if that dig into the game but its likely going to be using pak. Mod the same way you do with any UE4 game and then create ~mods folder. there is something out already but nothing of use here

I took a peak at the unpacked Unreal files and it's not like XCOM 2 where you can easily see stuff like enemy stats and encounters. There's some settings you can tweak like the maximum or minimum hand size, or number of redraws allowed per turn. That kind of stuff. The rest is deeper in Unreal Engine things that I have no clue about.
Maybe somebody who knows Unreal mods can tell for sure how viable it is.
