All modern Civs from 4 onwards and XCom 1/2 could be preloaded IIRC, so I could not see why Firaxis/2K would not enable preload come Thursday.

Especially since the keys bought at official third parties are already getting released right now.

I actually felt Gotham Knights was fine was fine it works fine on my system I was just annoyed that I had to wait till half way through release day before I could play it. I like to preload my games a day or 2 ahead of time so I can get started once it unlocks.

XBox and PS versions are now available to preload. So I'm hoping PC version will follow too.

Steam has always said it's up to the game makers to set up early downloads. So we will find out shortly if they did or not..
