Time zones and Pre-load

Do we have the release hour across time zones yet and will pre-loading be available?

I hope and I think they should definitely let pre-orders pre-load.

The vast majority of pre-orders paid full price, and we are in sale heaven ATM with black friday/cyber monday.

I get that it would be bad business to have a sale for a new release, but if it launched in October, I bet there would be at least some discounts on the game somewhere this week.

So it would be nice to get thrown the bone of being able to pre-download for anyone who pre-ordered.

Sure one can get it for less, but that's not "a sale" in the spirit of this weekend is my meaning
