Builders won't finish builds

I'm having an issue where the builders will completely ignore something in mid build and no matter what they wont go to work on it. Help?

Usually means you don't have enough builders, like a Catapult was just built and required 2 builders to man, and takes them away from their job even if it's mid-build.

i have the same probelm i just upgraded a wall but my builders got attacked mid build and they wont go and finish that wall
