Report a translation problem
Those three camos (or "skins" for the sniper rifles) can be found back at the safehouses in each map, but only after finding all of the other orange cases on that map (you did this), and completing all of the missions and side-ops for that map.
Exact location of the cases will be near the laptop, or near the weapon case, or in a side room.
Hot Fusion is on MT map, at 2434 / 2000.
Cytotoxicity is on the DAM map, at 2807 / 1344.
Nitrous is on the VIL map, at 2868 / 1223.

Sorry it didn't work. From your screens, you have some Most Wanted and Fast Travel Points to go. Fast Travel Points are Points of Interest. Getting those may help.
I have had a situation like yours before.
On your screenshots, the one for Statistics - Explorer shows two items that are confusing.
***Points of Interest Cleared : 230 of 191.
***Fast Travel Points Unlocked : 33 of 39.
So, if Fast Travel Points are also Points of Interest (they are), then how can we have cleared more PoI's than exist, yet not have unlocked 6 FTP's?
When I accidentally kill hostages, yet kill all of their enemy captors, I get credit for clearing a Point of Interest, yet that same PoI will reappear later to give me another shot at rescuing the hostages. I guess you could have had a similar circumstance, which gave you the 230 PoI's cleared, yet there are only 191 PoI's.
The key stat is the Fast Travel Points unlocked. You still have 6 of those to go. Use your drone to roam the map areas. When you or your drone are within about 300 meters of a PoI, the question mark will pop up. If we are never within 300 meters of them, they stay hidden.

....Just to verify, did you get each suitcase as you finished each map's poi's or only after completing all three then it appeared?....
Those 3 final cases are doled out 1 per map. Finish all of the necessary items in DAM, and the Cytotoxicity orange case will become available back at the safehouse. Same for MiningTown (Hot Fusion), and Village (Nitrous). Each map is treated separately...you don't have to do everything in the entire game for all three to appear at the same time.
Remember that 300 meter rule...you (or your drone) have to be within 300 meters of a question mark before it will actually appear on your map. They remain hidden otherwise. One idea to speed up the process is to drive all over the map. Then fast travel to the Fast Travel Points, and send out your drone. Drones can be sent out no more than 260 meters, before they are too far away from the operator. So work closer than that, and circle the drone around you. Then move to the next Fast Travel Point and repeat...and so on. You'll be able to get most of the Points of Interest that way...but not all. You may have to drone around the edge of the may to find a few more.

13 Orange Cases in Dam, which includes Cytotoxicity.
12 Orange Cases in Mining Town, which includes Hot Fusion.
16 Orange Cases in Village, which includes Nitrous.
