Report a translation problem
One: stacked food might mean only the first of any food unit would likely ever go bad.
Even if it wasn't the case... stacked food where spoiling-progress was individual would mean players might sometimes lose half their food at once without knowing.
Therefore non-stacking food is the easiest way of being able to get all food unit to spoil at their own individual rate AND to be able to keep track of said spoiling.
Second: We've gone from three inventory tabs to a whopping five. I do believe food is the only one where we sometimes have to worry about running out of space... and the fact it can spoil means that you want to keep as little on you as possible or get a fridge anyway. And in that later case, you want to carry only the essential to feed yourself while everything else will remain in the fridges.
In fact, as soon as I got a fridge I basically stopped carrying anything that wasn't canned food or the like since everything else I would keep in and eat directly from my fridge(s). The buffs(especially on survival where you can stack them) you can get from the more advanced meals alone make keeping a fridge for those more than worth it(there's something to be said about light gravity effect, bonus energy/health & faster movement speed being all stacked together.
Also, Terramart Shipment Station. If you ever build anything akin to a farm, you want this ASAP. Not only is it a good way to make sure you can easily empty your inventory of fresh produces... the rate at which you'll begin to make pixels is just insanely high. I reccomend most colony builders to at least keep a minimum of one "farming outpost" purely dedicated to using what space you can for farming just for all those pixels you can make alone. Ideally link it up by teleporter station as soon as you can too, to save yourself time when traveling throughout your different colonies or needing to make Outpost trips.
If you have inventory problems because of seeds, store them in a crate next to your farm. If you have inventory problems because of the massive amounts of food your farming and then preparing for cooking.. well then, craft fridges and make sure that your terramart shipment station is near you.
In my opinion, it's good how it is. Or why should they change it? Inconvenience? Well, how many Inventory tabs do you have with 40 spaces each? Well, how inconvenient.
I don't mind the food not stacking if it is something that rots.

I agree to you in terms of the mouse over. It would be nice to have a little indicator wheter those items are totally fresh or about to spoil just when you look at them. That would be something they could improve.
I feel like the hotbar limits you significantly, and the L and R thing makes me feel as if you don't need to put anything in there unless it's weapon related.
