These are the levels I found most difficult my first time through:
1. Desert Winds: 14m Double Jump- I felt that the purpose of this map was to teach the user the advantages of turning off the grid points for certain applications. You have to continually tweak the map so that the cars do not hit each other and don't destroy the bridge they are landing on. The map wasn't terribly hard but took a lot of tweaking when most of the maps before it I solved with just a few attempts.
2. Ancient Ruins: 36m Shipping Canal - This map seemed quit difficult to me because of the limit on the number of roads. Unlike many of the earlier drawbridge maps you can't just build an arching bridge to go over and must lift a large portion of the bridge. Later I saw a design that where the trucks just went up an incline and dropped off the edge for the win which is a much easier design but wouldn't be very friendly to the driver.
3.Ancient Ruins: 24m Double Drawbridge. I felt this was difficult bridge for me and the only one I looked up a hint for. Two reasons this is difficult are; first is the limited number of roads same as last means you can't just arch over. Also only having one connection point on the left side forced me to learn how to support parts of my bridge on the terrain by using the rock and/or the cliff ledge.
Personally I didn't find 24m Low Budget Overpass difficult. But I agree with mahy of your points. Yeah it was the first bridge that really required understanding stress displacement and being forced to use wood only was a new challenge for a bridge requiring that much load.
After seeing this post I decided I wanted to try to make a "creative" & under budget bridge. After opening the map I first thought was "oh yeah, there isn't much room for creativity" but I decided to try anyway, these are the under-budget designs I have so far. http://imgur.com/a/TQp6u
Edit: I also found Desert Winds: Criss Cross to be really difficult. perhaps more than some of the others I mentioned.
I should point out that without turning off the Grid it would be a lot harder.
That one is difficult the first time, but I love it (and similar ones). They feel more like a puzzle with multiple solutions, instead of having to fine-tuning the perfect arch or something like in OP's example.
And yeah I felt that 24m Double Drawbridge was the hardest of them all. It was the only one I got stuck on.
