Why isn't this hydraulic lifting my bridge?

note: even when the wooden truss arms are set to "1" and the steel collumn is set to "2", there is still no lifting action

That definitely looks correct, what behavior are you seeing?
Can you try resetting the numbers, by clicking on them twice (so 1 goes to 2 and back to 2, and the other way around).
I think there's still a small bug that sometimes occurs, where the numbers show correct but the joint isn't configured properly.

The hydraulic doesn't seem to start, as there is no movement or even sound when tested.

Odd that it wouldn't move. It looks to me that the hydraulic should rip the bridge apart just fine.

That screenshot looks like it is from 2-8 Split. If that is wrong the following advise might not make a lot of sense.

The flag on the right is labeled C. With your bridge the first car goes to that one instead of the one labeled A on top, where it is supposed to go.

Build a bridge so that the car goes to the correct flag and ones it gets there the hydraulics will activate. You want to use them to lower parts of the bridge instead of lifting them up.
