I have the game working with Win 8.1. I did get that error message, but only after I quit the game.
try Windows 7 compatibility mode (Google Translation)

I got the same error the first time I ran the game. I was able to fix it. One of the first things you should always try when a game from Steam does something weird is to verify the game cache. In Steam, right click on the game, click properties, click the local files tab and click verify integrity of game cache. I don't know what went wrong, but I did this and 842 files were corrupt and had to be redownloaded, 70 of the 90 MB of the game.

Windows 7 Ultimate x64
Core i7 3770K
16GB memory
Radeon R9 280X 3GB
Dell 2709WFP 1920x1200
Version 1.3 Content buildID 600159

I checked the games Steam downloaded before and after it downloaded and they were fine All files validated successfully. Something must have exploded in the code and ravaged 842 files. In fact there's something majorly wrong in the code as each time I pay the game around 162 files are corrupted and about 20.6MB of data need to be downloaded after verifying the integrity of the game cache.

@Dev @DreamsSoftGames you've been negligent in not communicating with your users in this forum since the launch of the game on Steam. What is wrong with your code?
