Go to:
C:\Users\** USER NAME **\AppData\Roaming\Cue Club 2
Make backup all system files to safe place (other location) before.
Remove files 'system8.dat' and 'system9.dat'.
Run the game...
If it won't help - try the same for files 'system3.dat' and 'system4.dat'.
If the game runs ok then exit game and send those files (from backup) to dev to fix.
Sorry could not locate files 'system8.dat' and 'system9.dat'.
Kind regards
Right click on Cue Club 2 from the Steam library, select 'properties > installed files > verify integrity of game files'.
If you have AV installed, make sure it's not blocking the game with a false positive. You might need to create a whitelist for the Cue Club 2 EXE located at 'c:/program files(x86)/steam/steamapps/common/cue club 2/cueclub2.exe'
