In this type of situation penalty is the value of the ball on or the ball hit not on, whichever is higher.
Personally I dont see any reason to cancel this feature. Nominating the colour is extremly important part of the game.
That's not true, unfortunately. I have been watching proffesionals for many years and I have seen many times the situation when player says the colour after potting red ball. Very common situation - long red with position to black, red goes in but black finishes on the cushion and the player has to play safety shot. After taking position it isn't obvious if he wants to play brown, yellow or maybe even blue ball, so player nominates colour and referee has to say the same - as a confirmation. Normally they don't do that because it would be quite irritating and makes no sense, but nominating is part of sport, even when that's not said.
So, this feature must not be cancelled. The only thing I would propose in nominating system is possibility to change your mind and cancel the first nomination - that is possible in normal game, but not possible in cc2.
