Blue Frill designs

I want to create all the blue frill designs but that lady only offers the skirt and shirt. Its shows me that I have unlocked the items and i am a level 10 but the person where ig ot the other other designs only offer the blue designs for skirt and shirt.Where can i get the other material of its blue print to craft it? I have the fabric to craft but can't find its design.
