Neople is, and always was the developer of DFO, NEXON is just essentially owning company of Neople, and a publishing company. Neople just arranged to self publish the game outside of the areas NEXON still is.
The Japanese version of Rusty Hearts isn't shutting down, it has been shut down, for over a month now (went down on March 27, 2014).
Aside from DFO there's various other multiplayer online brawler RPGs both out over here, and elsewhere. Elsword is the only other 2D, or 2Dish one, C9, Dragon Nest, and Vindictus are 3D. Dark Blood is another 2Dish one, and may be coming back over here from the looks of the developer's site. Outside of North America and Europe there's games like Kritika, Closers Online, Soul Worker, and Mystic Fighter which have been released, or are in the process of being released in Korea, then may come out over here eventually.

You list a few decent games, but imo, none of them come close to Rusty Hearts or DFO. And player population wise, I feel that only Dragon Nest/Vindictus come close to being anywhere remotely "popuar." As for Elsword and C9, I feel that their gameplay is a bit clunky...thoughts?
But back on topic though, it would be great if people could check out DFO to make it a lasting game.
Except for skills meant to have delays, which DFO has too, all of these games thrive on their fast paced combat, including C9, and Elsword, C9 can be very fluid, and enjoyable for instance. One of the things that always tickeded me off about DFO, and was what really made me say "arg, I quit!" then wander off to the likes of Rusty Hearts, C9, and Dark Blood back in the day was how the item pick up key was locked to the basic attack key, and you couldn't change that. That's one thing these others all didn't copy, they may have had it by default like Rusty Hearts did, but either let you change that, or gave it its own command for you to set. That right there is a terrible, or clunky mechanic when playing a melee character, I got cheap shotted, or killed far too many times because of it when playing DFO.
Right now the new DFO release is in an alpha test phase, while one complaint people are having is that there's too many trying to play, and not enough channels, so they may not even be able to get in. Like with any reasonably popular online game release, the population at launch is always high, it's trying to get people to stick with it when there's so many others to choose from that is a problem.
