Perfect World has a habbit of buying games that are already swirling the drain, and then gates a lot of content (cosmetic and otherwise) through paywalls and misleads people into thinking there's a bunch of new content that makes the overall experience richer and more fun.
They essentially turn the games they publish into "money making machines" until the game dies a horrible death due to poor quality experience.
Devs create content, publishers publish. If you weren't getting new content for two years it's not because Perfect World said no, it was because the DEVS WEREN'T CREATING ANYTHING. Perfect World decides how content is delivered to players, and will oftentimes be the thing that adds a real-world pricetag to content. Something that, again, Perfect World is really bad at being fair with, but they actually want new things to sell to players
So if you guys want to hound on someone, hound on the devs for misleading you and ultimately disappointing you. Chances are the past two years the devs and publisher have been trying to find a way to stop the ship from sinking. Chances are the dev studio has been facing layoffs, budget cuts (due to decrease in sales) and simply couldn't pull themselves out of the hole they dug.
I think the only thing Perfect World is responsible for is (yet again) choosing the wrong type of game to publish, and then gate content in such a ludicrous fashion that people simply don't want to buy it, which then causes the developers to go bankrupt. They try to take Eastern free to play business practices and apply them to a Western market, which has proven time and time again to be WIDELY unpopular.
P.S. Rusty Hearts had an unreal amount of grind, recycled assets and horrid controls. It had a clunky battle system that didn't flow well at all and while flashy, lacked a lot of substance. I get that people like the game, and I'm not saying you shouldn't (someone above listed you guys don't have many choices in the genre), but let's not pretend like this game was the best thing to ever exist in the history of gaming.
I may be one individual, but if the closing of the game and empty servers are any indication, there was actually more wrong with this game than most of the posters here will ever realize or admit. If Rusty Hearts was an incredible game then it wouldn't be shutting down. Go ahead and argue with me if you feel you need to, but in the end the game is still shutting down and no amount of arguing will change that.
Having spoken personally to some former pwe admins (Render) and even the main Korean Dev (Chris Kim) I can tell you RH was never high on PWE's priority list. Several instances required members of the KR dev team to fly out to California because the PWE dev team was incapable.
Same game only just single player only. FusionFall pulled this when it shut down too and I thought it was kinda cool they did that.
When I heard the server is going down. god.... nnnoooo......
I started playing it every day till the last moment. Good memories.
R.I.P Rusty Hearts. I always cherish this memories... T_T
PS: love Meilin Chen
