Why does SNK keep trusting DotEmu with PC ports?
Nearly every port handled by DotEmu hasn't been well received by the steam community, they can't keep getting away with it.

because they sell enough copies and dotemu works cheaply enough, I suppose.

Look, if anyone at Dotemu is reading this... I get it. Emulation is hard. I hang around emulation communities and actual emulator progammers(Used to know the guy who did Regen... He was cool) enough to know this. But, this has been a problem for a long time now. Why do you keep having so many issues?

Seriously, it's just making your customers sad. Please, please improve. We want to like your work. Truly, we do. We want a better product to play; a better product to preserve the original game. Please, do better.
Eh... Alot of assumptions from people who havent played it and alot of bad reviews from people who expected the port to be something it's not.

I've been playing it for a couple hours (was gifted to me by a firend) and haven't experienced any of the problems that 'some' are having - I say some because not everyone is having the frame-rate and sound issues. The controller issues have already been addressed.

The only real critiques I can give at this point is to add a brightness/contrast slider because the game gets dark if you turn on the scanlines, also, the character filter could be a little better, the controller remapping could benefit from 2 button commands being mapped to 1 button. Very minor things.

I've found that the reviews scared me a bit, I thought that the port was going to be severely un-optimized by the way people made it look but the port is actually really good, the netcode is perfectly handled and I haven't witnessed any frame-skips on my end or sound problems in the training mode.

Besides this, DotEmu actually responded to this stuff this morning via Twitter saying that updates/patches are coming. I doubt they'd say it just to say it. I'm new to SNK games and don't really know who DotEmu is or their history but I thought I'd just share my expereince with this port specifically, to give an unbiased impression.
again, snk works with Dotemu because they did a lot of good android ports for them and they sell well.....
Makes sense, the Steam audience seems very small, I can see the android/iOS audience being 100x's larger if not more - despite not having the physical controls.

Last Blade II, please!

My arcade stick doesn't work by default on PS4.

Its certainly madening. Codemystics cranked out two nearly perfect KoF ports that run like a dream. I'm not sure Dotemu has actually released anything remotely fuctional yet. You'd think SNK would want to give Garou some respect, as Capcom has done for SFIII (steam port please Capcom). But its been a long ardruous stretch of time to even get it on Steam. And now its busted on delivery. Great.
It's not busted lol It's actually a decent port. I haven't experienced any issue that some are because the problems are isolated issues. I've been running it in 60fps at 1080p and the netcode is great. You're making it sound like it's unplayable when it's actually more playable than the Code Mystics port on PS4/Vita.... I don't know about DotEmu's history but I'd love to play their pc port of The Last Blade on here.

What issues are you having? I'm sure any issue could be patched out, I would ask what hardware you're running, etc but sometimes asking questions angers people on Steam.
